As this segment of the story was a pay-to-play arrangement, there’s an awful lot more hinging on cliffhangers from segment to segment.  After all, you only wanna pony up dough to keep the story going if you want to see what happens next!  And so, yeah, lots of last-panel “oh hey what’s this” stuff.
